Balirwa John Stephen (Dr) is the director of The National Fisheries Resources Research Institute, he has a PhD in Aquatic Ecology from The Agricultural University, Wageningen, The Netherlands, MSc in Environmental Science Technology from IHE, Delft, The Netherlands, MSc in Fisheries and Aquatic Sciences from The University of Dar es Salaam, he is a Charted biologist of the Institute of Biology UK and also a distinguished scientist with a meritous award for leading scientist of the world, 2007 by the International Biographical Centre (IBC), UK.
