The Management Committee comprises of:

(a) The Director as an ex-officio member; Dr. John S. Balilwa

(b) A representative of the Ministry responsible for agricultural research; Dr. Mwanja Wilson

(c) Three representatives of the farmers, at least one of whom shall be a woman elected in a manner prescribed by the Ministrer by recognised Farmers' Groups or farmers' organisations and one of whom shall be a person with disabilities elected in a manner prescribed by the minister;
Mr. Andama Richard Ferua, Mr. Busagwa Luyombo David and Mr. Dhatemwa Christopher Muinda

(d) An eminent scientist not affiliated to any of the Public Agricultural Research Institutes; Prof. F.W.B. Bugenyi and

(e) Two other persons of integrity and who had experiences of and proven capacity in economic, finance, development, business or administration. Mr. Philip Borel and Dr. Maria G.N. Musoke

Functions of the Management Committee are to:

  • Formulate the policies of a public agricultural research institute and mobilises sufficient resources for the proper functioning of public agricultural research institute;
  • Ensure that the objects and functions of a public agricultural research institute are carried out in line with policy and guidelines provided by the council;
  • Approve work plans and prepare budgets for a public agricultural research institute;
  • Appoint and discipline all support staff of public agricultural research institute;
  • Provide technical support and guidance to a public agricultural research institute in delivery of agricultural research services;
  • Convene a meeting twice a year of agricultural researchers from the respective public agricultural research institute ,farmers ,NAADS service providers ,local authorities and other relevant stakeholders for the purpose of discussing matters relevant to the conduct of the respective institutes-program of agricultural research;
  • Establish and maintain linkage between the respective public agricultural research institute and National agricultural advisory services;
  • Establish an appropriate incentive scheme for the employees of a public agricultural research institute;
  • In collaboration with the council formulate and design  the human resource development and training programmes for the public agricultural research institute
